Infrastructure delivery under Vision 2030: from ambition to bankable scope

Public programmes set the horizon. Bankable delivery depends on scope discipline, interface clarity, and realistic risk allocation.

Saudi Arabia’s infrastructure agenda is among the most ambitious in the region. Transport corridors, utilities, social infrastructure, and enabling works around major developments are moving in parallel. Ambition is not the constraint. Delivery discipline is.

Projects fail less often from a lack of capital than from poorly defined interfaces — between owner and contractor, between design packages, between temporary works and permanent systems, between the programme office and the operating entity that will inherit the asset.

Scope that can be priced

A scope that cannot be priced cannot be contracted fairly. Ambiguous performance requirements get translated into contingencies, claims, and schedule drift. Invest early in measurable outcomes, acceptance criteria, and a clear boundary between what the contractor owns and what the owner retains.

Risk allocation that matches control

Transferring risk to a party that cannot manage it is not prudence; it is deferred cost. Geotechnical uncertainty, utility relocation, and permitting timelines belong with whoever has the information and authority to resolve them. Contracts should reflect that reality.

Handover is part of design

Assets that are ‘complete’ on paper but unready for operations create a second project nobody budgeted for. Commissioning, spare parts, O&M documentation, and trained operators should be designed into the programme from the first baseline — not bolted on at substantial completion.

For institutional sponsors, the practical question is simple: can a competent outsider understand who decides, who pays, and who accepts the asset? If not, the programme is not yet ready for the market — or for the Kingdom’s delivery expectations.
