The role of technology in accelerating institutional transformation

How digital solutions raise efficiency, improve governance, and expand the capacity to grow.

Transformation programmes have a familiar shape. A maturity assessment, a vendor selection, an implementation partner, a go-live date. Considerable money and considerable effort. Eighteen months later, cycle times are broadly what they were.

The usual explanation is change management, or user adoption, or data quality. Those are real. They're also downstream of something simpler.

Systems automate the flow of information. They don't reallocate authority. If an approval required three signatures before, and the workflow engine now routes it to the same three people, you've digitised a queue. The bottleneck is intact, better instrumented, and now harder to work around informally — which is often how the organisation used to cope.

The sequencing alternative is unpopular because it's slower to start. Before selecting a platform, establish who decides what and at what threshold. Write down the decisions that currently need escalation and ask which of them actually should. Usually a third could be delegated with no additional risk. That question is uncomfortable, and it costs nothing to answer.

Then buy the system, and configure it to the new answer rather than the old one.

Technology enforces whatever decision structure you give it. The structure is the thing worth designing.
